The tool is offline. You gather the info about the network, upload it in IBLM-specific file to special site at cisco.com, and then some internal tools working in internal network do their own magic, producing the final report back by e-mail/portal file access. *If* you have valid CCO account you can script the use of many tools there are on the CCO to do your own magic.
