Siemens builds something called the MC35/MC35i/TC35 - basically a GSM phone
without display and keyboard, and with a RS232 serial instead.
We use those for monitoring gear to send out SMS if the network fails -
but as far as I understand, it should work for HSCSD/V.110 dial-in as well
(if the network provider doesn't block data calls, some of them do on
normal "voice" SIM cards).
I have not tested this yet, but it might give you some more food for googling.
