I don't know the N7k but - expired ARP entry for the destinationm, therefore glean CPU? If it's TCP that seems unlikely though, unless the return path traffic is all flowing via the other N7k and the vPC isn't doing what it's supposed to w.r.t. syncing "things" (wild guessing here, in case that's not obvious ;o)

I assume it's not something really obvious like IP options or TTL=1 in the packets; it wasn't obvious from your tcpdump-a-like.
