The 6708 non-upgradability was a decision by Cisco. They could have created an appropriate DFC but chose not to do so. The DFC is replaceable but most people don't since the only options are XL/non-XL and it seems most production was XL. The fact that the DFC is not compatible with the other 67xx series seems to be the issue.
The decision not to support a number of common cards with DFCs was bad on Cisco's part. The 6516A doesn't work The 6708 doesn't work They also dropped a number of bus cards even though the 61xx series cards are supported. This would tend to indicate it isn't really a bus issue and they could have supported more bus cards. The lack of support for CEF256 cards is more understandable. Having said all of that, if you need robust netflow go to an ASR1000 or ASR9000.
