It's actually working on ME-3400G-2CS-A.

But this time, I got ME-3400G-12CS-A. And is behaving differently.
But same IOS.

I am thinking that as the ME3400 is more of a "Catalyst" switch than a router, 
it won't be supported (or if it does work at all it will be in software not 
hardware) in much the same way that other low end Catalyst switches that run 
almost the same software also have similarly severe limitations in terminating 
GRE.

You should consider a router such as a 1941 for this job, it should be able to 
do >100M of throughput if you don't do anything too fancy, and list price is 
about the same as the ME3400 anyway.
