It's actually working on ME-3400G-2CS-A. But this time, I got ME-3400G-12CS-A. And is behaving differently. But same IOS.

You should consider a router such as a 1941 for this job, it should be able to do >100M of throughput if you don't do anything too fancy, and list price is about the same as the ME3400 anyway.
