Depends on the context.

NTP is time synchronization.  (Clock/calendar time)

T1 clocking is frequency synchronization.

BGP/IGP synchronization is an entirely different animal.

And from a practical standpoint, time synchronization and frequency
synchronization are essentially the same thing.  Frequency is nothing
more than a measure of events per unit time.
