thank you for your suggestion. Unfortunately QoS is disabled on the 3750.

3750#show mls qos
QoS is disabled
QoS ip packet dscp rewrite is enabled

3750#show mls qos interface g1/0/24
GigabitEthernet1/0/24
QoS is disabled.
