We have some nasty BGP bugs in IOS XR 4.2.1. Our problem is that 4.2.1 inserts /32 routes pointing to null0 for unknown reasons. I simply removed import from vrf one and readded it and BAM, bgp marked as best and installed into rib and customer could surf.
