problem is, "shutdown" is the "kill -9" of interfaces - it drops carrier abruptly and leaves everything else sort itself out. If you want a graceful shutdown then you need a separate command with hooks to all of the protocols running on the interface - and there are usually a lot of those. I suspect this would would be troublesome to implement.
