Identify the QoS capabilities of all the kit in the hops, identify any pinch points, identify the traffic you would like to prioritise, by how much and in which direction, identify which points will be using L2, L3 and mpls exp as the classification, if you get it all on paper it might start making more sense. Also I believe mpls has different QoS operating modes.
