forward command rather than L2PT tunnel.

Thanks for coming back and checking on this.
According to our SE, full L2 tunneling into not supported within VPLS
on the ASR1K, also not the roadmap. Works within Port based EoMPLS.
Our SE has said full l2 tunneling is supported on the ASR9K -
including the 9001-S
