Hello We are using Observium for this at present. It works well for us and is available both in a commercial and free license. Commercial license is also rather cheap. It works pretty good with nice graphs and customizable alert levels. Also it understands Pseudowires ok from most plattforms and has support for the most popular manufacturers.
