From the IOS version and the name, I would imagine you're talking about
some kind of GSR (Cisco 12000)? There is no 12413 router.
If it indeed is Cisco 12000 you're referring to, then what kind of
linecards and what kind of interfaces do you plan to use per-packet
loadbalancing on?
