What License have you active on the C1111? From what I recall is that
the new ISR1100s have a limit of 50mbps IPSec Traffic with the standard
"SEC" license. You need the extra "IPSec Performance" license to upgrade
the IPSec throughput of those boxes.

Nothing indicates that the CPU of either the spoke or the hub are throttling.
