execute procedure spSetUserCalendaring((select pkid from enduser where
userid='"coflaher"),'t','t')
If that works then thats at least acceptable, currently there is no
way for an admin to enable it.

Could it be done through the cup api like with axl for cucm?
We're in a tiugh spot where if we can't prove cup/jabber is where we need to go
we will be forced into the nightmare that is integrating cisco and lync.

Hmm. Interesting.
Have you tried this with a 7900 series phone for comparison?
What model power injector?
Try doing a packet capture on both sides of injector and see if the
VLAN headers are being stripped of injector is rewriting packet and
not just adding PoE.
I don't have any PoE injectors handy else would try on 9971s we use.
We use ours on Wifi w/power cubes if PoE not available.

This command works for me on 8.6.4.11900-1:
run sql execute procedure spSetUserCalendaring((select pkid from
enduser where userid='roger'),'t','t')
I got confirmation from a Cisco guy that this is a supported way of
enabling it. Even though you have to do one user at a time.

Look's like we are hitting bug CSCua68881.
Symptom:
Cisco Jabber for Windows is not able to display contact photos
Conditions:
The file path name that the picture is trying to be saved to contains
a letter from the Spanish alphabet.
Workaround:
None
