Hey
I'm from Sweden and you are right about our dial-plan, it's open and
variable lenght. Almost all of our installations are based on very simple
patterns that overlaps and we rely on inter-digit timeout. T302 = 3
seconds. Most customers are OK with that, and alot of calls are to mobile
phones that have fixed lenght. 07[0237]XXXXXXX.
If you have ISDN PRI from any major telco in Sweden they support overlap
sending. Call forward does not work with overlap sending as you might know,
so you have to make some extra RPs and CCS/PTs f?r call forward.

7828-I4 - Did a 9.1 upgrade. On switch version machine hung at Hardware Setup
Failed, was able to press a key and continue and upgrade was successful. Opened
a TAC case as I wanted to make sure this wasn't going to reoccur on subsequent
reboots. TAC couldn't find any logs indicating what the problem was and the
server reports everything healthy.
Anyone seen this before?

One more thing. Check your Lightening protection fuses/breakers. I've had
some that were faulty, and gave inconsistent results. But I think you're
on the correct path of bad cable plant.
