I know there is a license definition file for 10x CUCM and UCXN but I don't
believe it adds CER. For migration I think you just would rehost the ELM to the
PLM. I don't believe it's possible to restore a co-res ELM to standalone.

Subject: [cisco-voip] CER 10 - possible to use ELM?

Okay, I'm probably just overlooking something somewhere. Does anyone know if
there is an ELM license definition available for CER 10 or will I need to
install Prime License Manager 10 instance.

If I need to install a PLM 10 instance, how would I migrate from a co-res ELM
to a standalone PLM?
