Ok that looks nice. So I gather we need to have PHP aware server somewhere out

Assuming all the calls are going through CUCM, you can use CURRI if you force 
all the calls through a translation pattern. Anthony used this for playing a 
prompt for 911 calls-

I can help you much with TCL but I'm sure it's definitely possible.
