Well, you can't make calls because there are no resources available to negotiate the call, that much is clear.
I assume this issue came about after you upgraded the IOS on the router? What platform do you have and what code are you currently running? The firmware for the DSP is in the IOS code itself. As long as you're on supported code for the platform, activate the DSP Farm and then reboot the router. This should resolve the issue.
