What version of CCM Leslie? If you're on 8.x+ You could try to create a 'Route next hop by calling party number" translation and prefix the "+" in the on the xlate pattern with the anticipated CLID and see if you can catch it. If you prove that it is the "+" then you can translate/transform and remove. Again, this would be a stop-gap work around.
