Because that functionality is not implemented by the Jabber developers, but by the Safari team I assume.
It usually works like this: there can be a number of software providing telephony services, who register with that capability into the OS. When the browser hits a tel:/sip: URI it will invoke one of those applications (or supply a list of applications to choose from). Now, since web developers are rarely familiar (or are about) tel:/sip: URIs, a browser can implement (or add-ons can be used to provide the same functionality) phone number recognition and handling recognized phone numbers the same way as tel: or sip: URIs This has nothing to do with the applications providing telephony services and everything to do with the browser.
