From a paper license standpoint they are supposed to, but if they are configured as MGCP they don’t use a license. http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/admin/10_0_1/ccmfeat/CUCM_BK_F3AC1C0F_00_cucm-features-services-guide-100/CUCM_BK_F3AC1C0F_00_cucm-features-services-guide-100_chapter_0100101.html#CUCM_RF_U75FBF1E_00

We also have 285 phones configured, about half do not have users associated due to public space phones. I'm not seeing the license requirement here. Nothing we had to do on CUCM either, just like the VG224. We need to deploy as SCCP/MGCP with CUCM 9.1 and 10.5. Only 1 essential UCL license per port or any license enablement on IOS gateway? I have not used that latter function, but just configuring them as analog gateways.
