I can't recall a paid app (although I am sure one may exist ... )
Here is a GUI I wrote in PHP awhile back (based on the pgSQL schema released with IMP 9.x ... but I don't think much has changed). Just need a web server. It has basic search capabilities and is decently made software; can be easily added on to and expanded. For call recording, can you use MediaSense? Easy to setup and works fairly well (using BiB or SPAN based recording).
