Could try something like this:
voice translation-rule 1
rule 1 /^[2-9]..[2-9]......$/ /&/
rule 2 /.*/ /4045551212/
So the logic is, if it's 10 digits then leave it be, anything else gets
masked.
If your extensions are always 4 digits then could just add this as the last
rule:
rule 10 /^....$/ /4045551212/
