9Line 911 is the cheapest option out there and does dynamic location updates 
for users on Jabber or desk phones including MRA desk phones.

They do rely on CER though and the user is prompted to update their location 
via the CER portal.  If you're on Flex licensing, CER is free/included.

This may get confusing though on the Shared DID.  You can use cheap DIDs just 
for E911 purposes I believe.

You're probably too small for UCM Cloud or Webex Calling Dedicated Instance 
which include Redsky E911 for free now as well.  Webex Calling also includes 
Redsky E911 now but you'd have to change your backend to no longer be 
CUCM-based.
