You can use a new IOS feature specifically for the 3640 called modem over
BRI. It was first supported in 12.0.3T, I believe, and it allows you to
accept inbound analog calls on BRIs and hand them off to digital modems.
Naturally, you need a BRI module installed in the 3640 as well, and it has
to be of a minimum supported version to work with modem over BRI. It works
pretty well, though I'm having some RADIUS issues with my 3640 that are
more than likely wholly unrelated.
