It's only used with SNMPv3, and has to be unique within an administrative 
domain. 

As far as I can tell if you don't specify one, it's assigned by the 
router.  Perhaps a hash of a MAC address or other number that is intended
to be unique.


Gory details in RFC 2261 section 3.1 and following.  If you're not using 
SNMPv3 it's a non-issue.
