Opinion - makes no difference.
Unlike OSPF, EIGRP has no real hierarchy. All EIGRP routers that you want to
talk must have the same AS number in order to communicate, so one can
simulate hierarchy by structuring a network with different AS numbers. One
would then have to have "edge" routers running both AS processes and
redistributing between them so the entire networks routes would become
known. Or go crazy with static routes. But no, other than that, the process
number / as number behaves completely differently than does OSPF.
In the first case you mention, you should be aware that if a router is
running the same process number for both EIGRP and IGRP, the processess are
automatically redistributed into eachother. This is done for ease of upgrade
purposes.
In the second case, no biggie. So long as the routes can be seen across the
IGRP router. Static routes again?
Note: I have not worked with IOS releases above 11.2 so things may have
changed recently.

I have an interesting question for the group, although
it is not directly related to any of the current
exams.
Does an EIGRP AS have to be contiguous or can it be on
two sides of an IGRP 'AS'. I note that the use of the
term AS is a mis-nomer for both protocols, but...
For example, does:
EIGRP AS 1 ---- IGRP AS 1 ---- EIGRP AS 1
pose a problem?
Does:
EIGRP AS 1 ---- IGRP AS 50 ---- EIGRP AS 1
My belief is that it could work, but it breaks the
concept of an AS and could lead to routing topology
table problems. Any takers?
(I'll be working with my team in the lab, but thought
it was an interesting thought questions.)
