Drop a loop back cable in both routers and see if you get a link light
and just test to see if the routers are working and then check!

1. Time slots
2. Encapsulation
3. Cables (yeah i know silly it may sound)
4. Number of channels configured for, 24 channels is a full T1 
(64/channel)
5. b8zs, esf...
6. is the CSU configured correctly?
7. start again from scratch and check it out, or call the ISP your T1
is      from...see what they say!
