You need to configure the backup interface from the serial interface ie:

router# int s0
router#(config-if) backup interface bri0
router#(config-if) backup delay 20 40

or

router#(config-if) backup interface dialer1
router#(config-if) backup delay 20 40

It would probably be better to use a Dialer interface instead of using the
BRI interface directly.
