So if this person is so low on the needs heirarchy as to ignore intellectual
property rights, shouldn't he be out digging for grubs to eat or building a
crude hut?

Obligated??? By whom? Why? Sounds kind of like, "From each according
to his abilities, to each according to his needs" philosophy. I don't
think this approach has worked very well.

Cisco and Microsoft might make a business decision to pursue this,
much as Apple did by providing low-cost Macs to the schools over the
past few years. Cisco is indded doing just this through their Networking
Academy progarm. But *obligated* ??? No thanks.
