WINS does not use direct broadcasts.  All it does is tie NetBios Names to IP
addresses and this occuurs one of two ways:
1) When a node comes online on an NT network it must register its NetBios
Name with the WINS server.  This being the case, WINS then cahes the name
and stores it for further use.  Changes to WINSs awareness of nodes/ip
address can be made manually (as is the case with non-WINS clients that
require static mappings), or with the importing of an LMHOSTS file.  WINS
does not broadcast but rather waits to be contacted and then populated.
