You're looking for the network layer protocol. It depends on what protocol
you're running, i.e. HDLC, PPP, Frame Relay, ATM... In the case of Frame
Relay, you can try "debug frame-relay lmi" to get a look at the protocol
messages. Look at the "myseq" and "yourseq" parameters and see which one
increments. Myseq indicates how many LMI messages your router is sending;
yourseq shows how many have been received from the switch. If yourseq isn't
incrementing, call your carrier. If myseq isn't incrementing, make sure that
you have keepalives turned on (just type "keepalive" at the s0 config
prompt). If it doesn't change anything, it's time to call Cisco TAC.

BTW what  is the line protocol? is it a network protocol like ip, ipx? or is
it the data link layer protocol?
