The only thing I see in the config is the two static routes on each side.
Both point to the remote network, but their next hops are different. I'd
recommend getting rid of one of them on both side. Do a "show ip route", I
bet it is only showing the static to the Dialer. It's probably not causing
the problem, but it's best to clean it up.
Watch the console port while your doing these pings - see if it's dropping
the call and reconnecting constantly. You'd definitely troubleshoot it
differently if it's constantly dropping.
Also try to force the speed down to 56K on both sides. Maybe the telco has
some old equipment that won't support end-to-end 64Kbps.
Call the telco and ask them to loop to the NT1 and see if they see any
errors.
It's a long shot, but maybe try to swap out the cables that connect the
routers to the ISDN jacks if they look old.
I bet that if you try all those things, you'll come up with something. My
best guess is that the Telco will find errors when they do the loop test.
