Sounds to me like you spoke to the business office, rather than the ISDN engineering group, 'cause this sounds like crap to me. When I used to work for PacBell Network Integration, we would occasionally swap out 3Com ImpactIQs with Cisco 766 routers, etc., and there were never any calls to PacBell involved.
