V6 is not based on NSAP addresses, although there are conceptual
similarities. One of the proposals in the V6 competition, called
TUBA (TCP and UDP over Bigger Addresses) did use NSAP addresses.
There is an OSPFv6 for IPv6. IS-IS is a niche protocol that is used
in some very large ISPs.
