Let the router timeout (which I believe is 6 attempts to Net boot), then reaffirm the Config-Register to 0x2102.  If this doesn't work- powercycle the router (dring boot up) Alt B (WIN 95 & 98) & change the Config-Register there.  Now this is all taking into account your IOS upgrade was successful & it passed the "Check Sum stage" (I like to call it the cheap FLASH rejecter stage)...
