You might be thinking about the paper (also by Sam Halabi IIRC) that
grew up into IRA. I don't have the URL handy, but it was mentioned
several times on the list, so you can probably get it from the archives.
Or you can search CCO. Rumor has it that the search engine improved
heaps recently.
