Breif example... Your local T1 ciruit to your carrier is Up Up but.. when you do a "sh frame-relay pvc" your DLCI shows INACTIVE. Hence why the ISDN backup interface command does not take effect since the interface is still up.. even though your frame-relay is not working. This can be caused to certain instability within the cloud.. and not to your local CO's frame-switch... LMI's will exchange every 10 sec from your router to the Frame-Switch and provide a Full PVC status every 60 sec.
