problem is that 13 is unlucky only among western eurtopeans or those who have been subsumed in our culture. perhaps some from other parts of the world on this list have experience with other unlucky ports. for example, IIRC, among those of middle eastern heritage, 13 is OK but I believe that 14 may not be. I'm sure someone will point out my ignorance and my poor memory.
