Hello there This what I know FECNs and BECNs are traffic notifications used by a Switch in this case Frame Relay switch..to notify end nodes i.e routers. Routers will only reduce the rate of traffic transmission but it won't stop...But if the router is configured for Frame Relay trffic-shapening the FECN or BECN counters will reduce or controlled thus stop increasing....in short router has to be Frame Relay traffic-shapening configured if the FECN has to reducing its counters......Hope that helps....
