Typically, you'd do the R&S ccie first. You'd need to know most of the R&S stuff anyhow to do the security exam.
The only way I'd suggest going for the security exam first is if you're already a master of the security topics (PIX, IDS, VPN, etc). If you feel confident that you can totally master the security topics w/o much further study into security, then you might consider going after the security ccie exam first since you'll already have a thorough understanding of about half of the exam.
