MPLS stands for "Multiprotocol Label Switching," it is an IETF initiative for bringing ATM like features to an IP network (such as VPN tunnels, Quality of Service and Traffic Engineering to IP networks.  I have never heard the term "MPLS Transfer Protocol" and can only assume that they were either speaking of MPLS in general, or one of the MPLS label distribution protocols such as CR-LDP or RSVP-TE.
