Emilia is right, standard IRC using port 6665, 6666, 6667, 6668, 6669, and
7000. However, that the old style, now they using Web base Java IRC then
you can't block because they using port 80 or assign by chat server. (i.e I
setup Java webbase IRC client using port 8080 which usually open for
browsing, that they other user can by pass access-list or firewall). You
can use Etherpeek to monitor which site users using most (you can download
trial version of Etherpeek for free).
Base on that you can block entire website/ip if they using Web base Java and
setup accesslist block port 6665-6669 and 7000.
