And in the real world, I don't find it any longer to be a simple 
two-component rule.  The components are:

    Local traffic (printers, caches)...think of things in-building
    Campus L2 (servers on same subnet, but reached by campus fiber)
    Campus L3 (servers on different subnets on the same campus)
    WAN connectivity
