Simple, Politics.  The telco's company has been monopolizing eversince I was
born and probably longer :) Recently they built their own ISP, so they say
that the E1s are out, but actually they're holding it, so other ISP can't
expand their service.

Same or different ISP?  Will you have any servers on the network, or
all internet users?  If servers, you'll need to use the same ISP with
a means to route the same IP network over either the primary or backup
path.

Of course different ISP, most of the time, the down of a service is not the
telecom's infrastructure but the ISP itself.
