Hi,
Layer 2 switching helps you create vlans ( which are unique broadcast 
domains).
Layer 3 switching allows you to communicate between those vlans. Devices 
hanging off different vlans can communicate with each other, using a router, 
or a router-like module, which sits in the same chassis. That is the essence 
of a layer 3 switch ( atleast Cisco)
Yes, you can create vlans without the router. You need the router only for 
communication between those vlans.
