Hi,

In my humble opinion, how about this one?

Let me suppose your provider's AS number is 1:

ip as-path access-list 4 permit ^1 [0-9]+$
ip as-path access-list 4 permit ^1$

You can also check threads "Help about BGP regular expression".
and "Internet Routing Architecture" pp. 370~378
