has anybody thoguth that this router has an IOS and is not booting from the correct
partition? It cannot route packets because the IOS was not fiully loaded. All
routers come with default software. Check to see if there is a boot system flash
statement. Make sure the IOS it is calling is calling it from the correct partition
and the name is correct.

If a router has ethernet interface, as shown in "sh ver" then activate the
interface by giving it an ip address. If you don't want to connect to live
network then use a simple class C ip address, configure a laptop (tftp
server)with another ip address in the same subnet, use tftp download.
Config register setting 0x2102 is not a problem in this case.
