tftp-server flash:filename

This will make the file's available to be TFTP'd off
this Cisco router from another device. IOS doesn't
allow a way to just TFTP any file to the flash from
remote that I know of. You need to use the copy tftp
command from the CLI to put files on the flash. This
is for security reasons - so someone can't just TFTP
files to your flash and fill it up.

As far as I know, this is supported on a majority of
the routers and all current models.
